It is one of the first three adverbial meanings - but these three are so similar that it's hard to tell which!
It really depends on whether you want to emphasise the past, present or future. If you mean 'up to now, scientists have been unable to determine...' then it's meaning 2.
If you mean 'scientists cannot determine at present, but may do so sometime...' then it's meaning 1.
If you mean 'it is definitely expected that they will determine', it's meaning 3.
